Just found Long Zhengs PowerPoint Prototyping Toolkit which you can use to make mockups of user interfaces within PowerPoint 2007. Long demonstrates that he can mimic minimal user action functionality, e.g. activating menu items and buttons leading to new UI screens. Nice.
