Software Development Testing

Conclusion: I am (you are) responsible for testing! So start improving...

But how do you get the managements attention to this? How do you get them to hire dedicated testers (are they really needed?) If you yourself improves your testing wouldn't that mean that your tasks will take longer time? Will your (project) manager accept that?
